Credit Counseling may be able to lower your payments. The credit counseling debt management plans collect one payment from you every month and distribute to your creditors. They can sometimes reduce your interest rates but if you miss a payment even one payment you may no longer be eligible for the reduce rates. After enrolling all of your accounts in the debt management plan are closed and you will no longer have access to your credit lines. Your creditors usually note that you are in a "hardship" type plan on your credit reports which can be looked at similar to a bankruptcy to other lenders. These plans can be useful for people who are struggling with under $5,000 of total debt.
